The satellite's control center acts as the KMS: it combines distributed key fragments using XOR to derive shared keys, enforces issuance policies, and distributes keys over authenticated channels. HSM-backed root material, audit trails, per-tenant isolation, rate-limits, and PQC interoperability ensure scalable, compliant key delivery across sites.
